it’s likely a mix of cached data, website storage, and yes, your hundreds of tabs (each tab stores data to quickly reload). to clear it, open firefox > go to settings > data management > clear private data, and select stuff like cached data, offline website storage, etc. if you wanna keep your tabs, they’ll still consume space, but this should reduce it significantly.

A couple of things to take into consideration.

Water rights are real property - no different than land - in this state. Most rights go back 100+ years, some as far back as 1853/1857, pre-statehood. They are registered and sold as legal real property, no different than a home or other piece of land and have a registry with the state.

However, there's a really stupid part of the state law that has a "use it or lose it" requirement for secondary water rights. The usage has to be a "beneficial use", such as farming, and is mostly considered an economic use. In otherwords, if you had rights to 100 acre feet of water a year, in, say 200 water shares in a seconary water company, you have to use that water or else the state can come back and reclaim those water rights if they are not utilized completely.

Water usage must be reported by the companies to the state every year - or risk having their water taken back if they underutilize it. Ironically enough, in the GSL drainage, allowing the water to simply flow in the GSL, is not considered a 'beneficial use' as defined by the state. So doing the right thing for the environment, can cause you to lose your water rights.

Nuts and bolts, the state law actually incentivizes water inefficient crops.

The first step to untangling the secondary water issue is providing an opportunity for farmers and ranchers (and industrial users, there are those too, that use secondary water) by changing the law so that the secondary water users aren't punished for conserving water.
