yeah this is pretty much the crux of the issue for me. making it illegal doesnt stop anyone from doing it. making it available for cheap but in a highly regulated and controlled environment undercuts the dealers and makes it simply unprofitable to sell illegally, while also offering some layer of protection to try to prevent the worst health impacts of drug use
